I find it quite sad and pathetic that I have to reach out to you (and your staff) with this complaint, since the Bureau of Immigration, Department of Justice, National Bureau of Investigation, Department of Foreign Affairs, Office of The President, Office of The Vice President, Presidential Complaint Center, Office of the Solicitor General, all current members of the Senate, and all current members of the House of Representatives, and many other PH Government agencies, departments, bureaus and government officials all refuse to act on this matter after dozens and dozens of complaints sent via social media, email, phone, and written letters.
The complaint, which I feel has always been more of a wake up call to these government agencies and officials, is with the ever-growing surge of foreign full-time, career YouTube vloggers who are falsely entering the Philippines as “tourists”, but in reality are using the 3 year extendable tourist visa scheme as an illegal backdoor to work here full-time as money-earning Youtubers – and furthermore, not paying PH income taxes as legally required by the Bureau of Internal Revenue.
Speaking for myself, I can personally attest to having been complaining to the above mentioned government agencies/departments/bureaus for close to 4 years now. My complaints have escalated from simple inquiries (why these foreign YouTube vloggers are being allowed to illegally work in the Philippines on temporary visitors visas) to multi-page dossiers filled with evidence of these people illegally working on temporary visitors visas (tourist visas) and openly bragging about paid partnerships and sponsorships with foreign and PH businesses, companies, corporations, etc.
In the close to 4 years of complaints, the only replies I have ever received have been from various agencies/bureaus to inform me that they have accepted my email, and will get back to me at a later date – and that later date never arrives.
Fast forward to July 12, 2021, and the Commissioner of the Bureau of Immigration, Jaime H. Morente, issued a press release titled “BI warns foreign vloggers not to ‘overstep’ boundaries”.
In this press release, Commissioner Morente proceeds to warn foreign YouTube vloggers from continuing to violate the conditions of their stay in the Philippines, which is temporary visitors visa status (tourist visas). He then reminds the foreign YouTube vloggers that such illegal activities are deportable offenses.
1) After reviewing the press release archives of the Bureau of Immigration, there are no records found of any Commissioner ever preemptively warning immigration law breakers to stop breaking the law. Not a single instance. Every press release issued by the Bureau of Immigration with regard to criminals and lawbreakers was to inform the general public of their arrest/detention, criminal court case, judgement, deportation, and/or blacklisting. Not to warn criminals and lawbreakers to please stop which is nothing more than forgiving them for breaking the law, and allowing them the opportunity to change their ways (or to continue breaking the law).
2) The Commissioner of the Bureau of Immigration, as well as the Bureau of Immigration as a whole, have refused to uphold the immigration laws of the Philippines with regards to foreign YouTube vloggers who are pursuing this as their full-time, career job in the Philippines while on temporary visitors visas (tourist visas). Both he and the Bureau have turned a blind eye by ignoring public complaints/reports for the last 5+ years of foreign YouTube vloggers working illegally on temporary visitors visas (tourist visas), as well as engaging in other illegal money-making schemes which are not permitted on temporary visitors visas (tourist visas), including selling merchandise online, selling paid YouTube memberships, engaging in paid partnerships with both foreign and Philippine businesses, corporations, organizations, etc.
A “foreign tourist” is defined as a person without distinction as to race, gender, language or religion, who is proceeding to the Philippines for a legitimate, nonimmigrant purpose such as sightseeing, sports, health, family reasons, training or study (excluding enrollment in schools for the purpose of obtaining a title or degree), religious pilgrimage, business, cultural and scientific purposes.
As can clearly be understood from above, there is no allowance given for foreign temporary visitors visa holders (tourist visas) to work and/or engage in any paid activities. It does not matter if the work or activity is full-time, part-time, working for someone, self-employed, project-based, online-based, digital nomad, temporary, via your own company, etc.
All of the above examples are various forms of work, and there are no past or present legal inclusions of these examples found within any of the past or present immigration laws of the Philippines. Therefore, to engage in such activities as a foreigner in the Philippines with a temporary visitors visa (tourist visas) is illegal, and as Commissioner Morente has already admitted in his July 12, 2021 Press Release, “doing so is a deportable offense.”
4) There have been dozens upon dozens of reports/complaints to the Bureau of Immigration via social media, phone, email, and written letter informing them of numerous foreign YouTube vloggers who are working illegally and engaging in illegal activities while on temporary visitors visas (tourist visas). Yet in the last 5+ years, we have seen no action taken on any of these complaints. The reason for this seems to be obvious and can only be one of two reasons: either the Bureau of Immigration is knowingly ignoring and protecting these people by turning a blind eye to their illegal actions – or – the Bureau of Immigration does not care (and by choosing to not care, they are essentially giving a green light for these foreign lawbreakers to not only continue to break the immigration laws of the Philippines, but also to inspire other foreigners to come here and engage in the same behavior).
5) I and others like me have repeatedly reported the same foreign YouTube vloggers who are currently the most popular and also the most guilty of violating the terms of their temporary visitors visas (tourist visas) and breaking the immigration laws of the Philippines.

These are all foreigners, who have foreign passports, who are residing full-time in the Philippines, who are temporary visitors visa holders (tourist visa holders), who are full-time career YouTube vloggers, who are earning thousands of USD per month from YouTube AdSense revenue, who are selling merchandise/products online, who are posting affiliated links on their YouTube channel(s) to earn income, who are engaged in paid partnerships/sponsorships from both foreign and Philippine companies, corporations, organizations.
Why are they being allowed to openly operate in the Philippines as full-time career YouTube vloggers, openly advertise paid promotions on their YouTube videos, openly allowed to be featured in promotional content of companies like BMW Philippines, BMW Motorrad Philippines, Volkswagen Philippines, PH resorts/hotels, Cebu Pacific Air, and countless others?
If the Commissioner of the Bureau of Immigration says he has witnessed such illegal activities and violations, and that these are deportable offenses, why does he continue to allow it and only issue warnings rather than issuing investigations, arrests, and deportations?
6) Commissioner Morente issued his warning on July 12, 2021 to warn lawbreakers to stop breaking the immigration laws of the Philippines. If you check the various known lawbreaking PinoyBaiters on YouTube since that warning, you will find that it’s business as usual with no cessation of immigration law violations, no announcements of their changed ways, no apologies. Instead, their online merchandise websites are still up and running, they are still current/present media partners with BMW Philippines, BMW Motorrad Philippines and others, and are still doing paid partnerships and sponsorships with foreign and Philippine companies – all this AFTER the July 12, 2021 warning.
The meaning? Foreign YouTube vloggers do not care about empty warnings from Commissioner Morente. They will continue to work illegally on temporary visitors visas (tourist visas), and will continue to engage in paid partnerships/sponsorships. This situation is no different from the current pandemic of Covid. When you have a policy that asks people to please follow the rules with no enforcement, many of them don’t follow the rules. Well, that’s where we sit with the surge of foreign full-time, career YouTube vloggers. You want to ask them to please stop breaking the immigration laws they are legally bound by, but there is no actions taken by the Commissioner or the Bureau of Immigration.
Furthermore, it should be acknowledged that the end-goal for most of these people is to survive just long enough to be able to apply for a Quota Visa, so they can stop working illegally on tourist visas. The sad reality is that for many of them, they will get their wish. Why would you reward criminals and lawbreakers with legitimate long-term residence status? This is the exact situation that happened with fellow foreign career YouTube vlogger FinnSnow. Like the above two YouTube vloggers I have mentioned, FinnSnow also came to the Philippines repeatedly on temporary visitors visas (tourist visas), extended them to further his stay, left and returned multiple times, and the entire time here was working illegally as a full-time, career YouTube vlogger, engaging in paid partnerships and sponsorships with foreign and Philippine companies, and earning money through his photography and videography businesses (which is illegal on a tourist visa). Nobody from the Bureau of Immigration did anything to stop it. Was he eventually deported for his illegal activities? No. Instead, he applied for a Quota Visa and was granted in a few years ago. So all his many years of working illegally in the Philippines was rewarded by the Bureau of Immigration.
This is the exact same goal of Making It Happen Vlog and The Juicy Vlog. Follow the rule of “Don’t Ask For Permission, Beg For Forgiveness.” They don’t respect the laws of the Philippines, because if they did, they would stop believing that as full-time YouTube vloggers, they are entitled to do anything they want with no repercussions. They spend each and every video claiming to love everything about this country (it’s called PinoyBaiting). Love ends the moment they knowingly break the immigration laws of the Philippines, which occurred on Day 1 of their arrival here. Full time travel vloggers (as they claim) who have no knowledge that it is illegal to work or engage in paid activities in EVERY country in the world if you only have a tourist visa? It’s all a lie and an act. If the day ever comes where they are arrested by the Bureau of Immigration, mark my words – they will cry on camera, claim they had no idea it was illegal to work on a tourist visa, talk about how much they love the country, culture, and people of the Philippines, and how it’s their dream to live the rest of their lives here.
If the Bureau of Immigration wants to forget all illegal activities by Making It tHappen Vlog and The Juicy Vlog over the course of the last 2-3 years, and start the clock from the July 12, 2021 press release “warning”, ok. Here’s their activities since Commissioner Morente’s warning. Are you here for Philippine citizens or are you here to protect foreigners who openly break PH immigration laws by working illegally and engaging in paid activities?
8) Myself and many others like me have sent the Bureau of Immigration pages upon pages of YouTube links, timestamps on those links, photos/screenshot images, and more of the above two immigration law violators self-incriminating themselves on camera (which they filmed themselves) admitting to being paid media partners with BMW Philippines and many other PH corporations/companies, admitting to selling merchandise online, and many other crimes. Not only from the past, but currently. Yet nothing is done. They are still thriving in the Philippines as full-time residents who are working illegally on temporary visitors visas (tourist visas), and still actively engaging in paid partnerships and sponsorships with PH and foreign companies, still selling merchandise, still not giving a damn about anything that the Commissioner of the Bureau of Immigration has to say about warnings, violations, and other nonsense.
9) I would like to see action, not warnings. I don’t see the Philippine National Police warning shoplifters or drug pushers that continuing to commit such illegal crimes are violations of the laws of the Philippines. Why bother having laws if you are going to warn lawbreakers after they are witnessed breaking the law, and then who continue breaking the law even weeks after the warnings. What is the point other than to give them a free pass.

Yet in the last 5+ years, we have seen no action taken on any of these complaints. The reason for this seems to be obvious and can only be one of two reasons: either the Bureau of Immigration is knowingly ignoring and protecting these people by turning a blind eye to their illegal actions – or – the Bureau of Immigration does not care (and by choosing to not care, they are essentially giving a green light for these foreign lawbreakers to not only continue to break the immigration laws of the Philippines, but also to inspire other foreigners to come here and engage in the same behavior).
5) I and others like me have repeatedly reported the same foreign YouTube vloggers who are currently the most popular and also the most guilty of violating the terms of their temporary visitors visas (tourist visas) and breaking the immigration laws of the Philippines.

These are all foreigners, who have foreign passports, who are residing full-time in the Philippines, who are temporary visitors visa holders (tourist visa holders), who are full-time career YouTube vloggers, who are earning thousands of USD per month from YouTube AdSense revenue, who are selling merchandise/products online, who are posting affiliated links on their YouTube channel(s) to earn income, who are engaged in paid partnerships/sponsorships from both foreign and Philippine companies, corporations, organizations.
Why are they being allowed to openly operate in the Philippines as full-time career YouTube vloggers, openly advertise paid promotions on their YouTube videos, openly allowed to be featured in promotional content of companies like BMW Philippines, BMW Motorrad Philippines, Volkswagen Philippines, PH resorts/hotels, Cebu Pacific Air, and countless others?
If the Commissioner of the Bureau of Immigration says he has witnessed such illegal activities and violations, and that these are deportable offenses, why does he continue to allow it and only issue warnings rather than issuing investigations, arrests, and deportations?
6) Commissioner Morente issued his warning on July 12, 2021 to warn lawbreakers to stop breaking the immigration laws of the Philippines. If you check the various known lawbreaking PinoyBaiters on YouTube since that warning, you will find that it’s business as usual with no cessation of immigration law violations, no announcements of their changed ways, no apologies. Instead, their online merchandise websites are still up and running, they are still current/present media partners with BMW Philippines, BMW Motorrad Philippines and others, and are still doing paid partnerships and sponsorships with foreign and Philippine companies – all this AFTER the July 12, 2021 warning.
The meaning? Foreign YouTube vloggers do not care about empty warnings from Commissioner Morente. They will continue to work illegally on temporary visitors visas (tourist visas), and will continue to engage in paid partnerships/sponsorships. This situation is no different from the current pandemic of Covid. When you have a policy that asks people to please follow the rules with no enforcement, many of them don’t follow the rules. Well, that’s where we sit with the surge of foreign full-time, career YouTube vloggers. You want to ask them to please stop breaking the immigration laws they are legally bound by, but there is no actions taken by the Commissioner or the Bureau of Immigration.
Furthermore, it should be acknowledged that the end-goal for most of these people is to survive just long enough to be able to apply for a Quota Visa, so they can stop working illegally on tourist visas. The sad reality is that for many of them, they will get their wish. Why would you reward criminals and lawbreakers with legitimate long-term residence status? This is the exact situation that happened with fellow foreign career YouTube vlogger FinnSnow. Like the above two YouTube vloggers I have mentioned, FinnSnow also came to the Philippines repeatedly on temporary visitors visas (tourist visas), extended them to further his stay, left and returned multiple times, and the entire time here was working illegally as a full-time, career YouTube vlogger, engaging in paid partnerships and sponsorships with foreign and Philippine companies, and earning money through his photography and videography businesses (which is illegal on a tourist visa). Nobody from the Bureau of Immigration did anything to stop it. Was he eventually deported for his illegal activities? No. Instead, he applied for a Quota Visa and was granted in a few years ago. So all his many years of working illegally in the Philippines was rewarded by the Bureau of Immigration.
This is the exact same goal of Making It Happen Vlog and The Juicy Vlog. Follow the rule of “Don’t Ask For Permission, Beg For Forgiveness.” They don’t respect the laws of the Philippines, because if they did, they would stop believing that as full-time YouTube vloggers, they are entitled to do anything they want with no repercussions. They spend each and every video claiming to love everything about this country (it’s called PinoyBaiting). Love ends the moment they knowingly break the immigration laws of the Philippines, which occurred on Day 1 of their arrival here. Full time travel vloggers (as they claim) who have no knowledge that it is illegal to work or engage in paid activities in EVERY country in the world if you only have a tourist visa? It’s all a lie and an act. If the day ever comes where they are arrested by the Bureau of Immigration, mark my words – they will cry on camera, claim they had no idea it was illegal to work on a tourist visa, talk about how much they love the country, culture, and people of the Philippines, and how it’s their dream to live the rest of their lives here.
If the Bureau of Immigration wants to forget all illegal activities by Making It tHappen Vlog and The Juicy Vlog over the course of the last 2-3 years, and start the clock from the July 12, 2021 press release “warning”, ok. 7) Who does the Philippines (as a country), the Philippine Government (which Philippine citizens and legal PH residents support with PH income taxes), and Philippine Senators, PH House of Representative Members, and other PH Government Officials (who we PH citizens elect into office) represent? Are you here for Philippine citizens or are you here to protect foreigners who openly break PH immigration laws by working illegally and engaging in paid activities?
8) Myself and many others like me have sent the Bureau of Immigration pages upon pages of YouTube links, timestamps on those links, photos/screenshot images, and more of the above two immigration law violators self-incriminating themselves on camera (which they filmed themselves) admitting to being paid media partners with BMW Philippines and many other PH corporations/companies, admitting to selling merchandise online, and many other crimes. Not only from the past, but currently. Yet nothing is done. They are still thriving in the Philippines as full-time residents who are working illegally on temporary visitors visas (tourist visas), and still actively engaging in paid partnerships and sponsorships with PH and foreign companies, still selling merchandise, still not giving a damn about anything that the Commissioner of the Bureau of Immigration has to say about warnings, violations, and other nonsense.
9) I would like to see action, not warnings. I don’t see the Philippine National Police warning shoplifters or drug pushers that continuing to commit such illegal crimes are violations of the laws of the Philippines. Why bother having laws if you are going to warn lawbreakers after they are witnessed breaking the law, and then who continue breaking the law even weeks after the warnings. What is the point other than to give them a free pass.
10) I’m tired of continuing to complain month after month, year after year and these foreign YouTube vloggers keep breaking the law and keep making more and more money illegally, and the Bureau of Immigration continues to do nothing. Commissioner Morente and the Bureau of Immigration refuses to do their job and sworn duty and arrest, deport, and blacklist these lawbreakers/criminals.
